Lazer support

So yeah, everything except static commands do not work with Lazer 😭

  • [x] gosumemory is not supported in Lazer, which means !np and !skin will not work
  • [ ] chat requests do not work, since Lazer does not work with IRC but only with the osu! API

The first issue has been solved. tosu 4.0.0 added support for osu! Lazer. Since it's outputs values similar to gosumemory, this solves most of the issues! In-game requests are still stalled.
