!np with download link for unsubmitted mapsets

!np already gives a download link from the official osu website, but this requires a submitted mapset. Since most people are doing practice diffs or have unsubmitted mapsets, it would be cool if miraya could automatically upload the .osz file to a file sharing website. This depends on the outcome of #61 AND general interest from the users.
