[FEAT]: Workspace-assigned Custom Skills

Expansion on #1488 and #1484 (API access to Skills/Agents) and #2635 (Semantic Skill/tool/function selection w/parallel calling)
Enabling a Workspace to have Skills/Custom Skills applied to it vs applying globally would enable RBAC in our applications for different users to have access to different toolsets. Pending this and the above prerequisite feature implementations for product adoption.
I second this feature request. Need help? I'm a senior dev with 25 yrs exp and lot's of time on my hands right now. Would love to have this for my project

for my case, can assign specific agent for each workspace is good. because each workspace can use agent that has different skill. this will be very helpful
Yep I really don't want to have all the mcp servers available to all the workspaces. Plus editing the global mcp json file from the terminal, restarting docker etc, it would be much easier to be just editing mcp servers from the control panel / settings of the workspaces.
