If I am correct, I think programs need administrative permissions every time you opened it which would make any mod (if administrator was given to minecraft not any outer program) allowed to do anything with the computer which could make your PC vulnerable to any mods trying to get access to files etc. Just so you know, I may be incorrect about this but from my knowledge, it's not possible.

It is not possible without admin privileges, however it could be possible to make a module that uses the values provided by an already running program that checks different values from hardware, like librehardwaremonitor.
