feat: no libraries section

We may use an alternative solution for runtime dependency management, so we don't need Spigot to load libraries for us at this time. We just need libraries.json

Already found an alternative for this, no longer necessary to be merged. Close it if maintainers wish. https://github.com/AlessioDP/libby/pull/23 Also a great solution.
