  • Backport of #10392 to 1.19.4.
  • Backport of e69b07a to 1.19.4.
  • Partially fixes #9973 for 1.19.4.
  • Does not include game tests.

[!IMPORTANT] The new update order is gated behind a Forge server config. The host world must have this config enabled to see the new update order take effect. This is to prevent breaking changes with redstone and neighbor updates since Forge for this version is already stable.
