We're seeing this issue in [firebase](https://github.com/firebase/firebase-ios-sdk/issues/12458) and I've reported it in KMP as well with detailed reproduction steps [KT-66278](https://youtrack.jetbrains.com/issue/KT-66278/KMP-Cocoapods-dependencies-not-found-with-unexpected-SPM-interaction).
