Enhancement: Dynamic Max IOB

Request: Whether through the Local Profile or Automation, allow Max IOB to be dynamically changed based on time.

The situation: From time to time I need to switch out my infusion set close to bedtime. Some of these times the cannula either gets bent or doesn't go deep enough into the skin (or interstitial fluid) thereby throwing off the absorption rate and putting me at risk of getting pumped full of insulin and then going low because when with the temp basal going to 0, the IOB is enough to make my BS tank after it finally makes its way into my system.

I generally leave my Max IOB higher to cover me if I forget to dose myself for a meal. However, it would be nice to say during the night hours (especially when I don't have enough insight/time to see whether the cannula was inserted without issue and insulin is absorbing correctly) when I'm most susceptible to going to diabetic shock to drastically reduce the Max IOB since I'm not eating so it's just a matter of keeping me somewhat level.

Final Thoughts: Please let me know what you think or if you have any additional questions. Obviously I contribute some commits but this seems like more of a strategic decision and for someone closer to the code base to vet and implement if you agree it would be prudent to do so.

Thanks for all you do, my family and I are very grateful for both OpenAPS and now AAPS, our/my quality of life has drastically improved because of your work dealing with this medical condition that is affected by so many different aspects of my daily life (sickness, weight, type of food, activity, etc).
