[Medtronic] - Enable/Disable BT not working on Android 9

It seems that Enable/Disable BT, doesn't work on (most) of Android 9 system. This is known issue, which we are trying to find solution for...

For now I added information in documentation that MDT implementation doesn't work 100% for Android 9 and that we suggest to users to go with phones with android less than 9, or install Lineage 15.1 on their phone.
