Monitor Displays for Front Panels

Add the ability to attach monitors to computers to see their front panels.

  • [ ] PLC monitor support
  • [ ] RTU Gateway monitor support
  • [ ] Supervisor monitor support
  • [ ] Coordinator monitor support

~~I may not do this, since you can run a program on a monitor. I'll test that that works for the different programs.~~

Add instructions for monitor top scale 0.5 and similar commands, and change front panel element positions to be based on width/height available for scaling to make this look better when running with monitor top startup.
