List Duplicate and Missing Device IDs

Add a tab to the supervisor front panel to list cases of multiple devices having the same device ID (from an RTU) to aid the user in finding issues.

Additionally include entries for missing RTU connections. This will be semi-redundant with the OFF-LINE statuses of indicators, except it should increase clarity by saying things like "Unit 1's Turbine # 1 not connected".
