Merge Tool should deselect on empty space

1. In vertex edit mode, select a vertex.
2. Activate the merge tool.
3. Click empty space in the scene.

Observed Result: The vertex remains selected.

Expected Result: The vertex is deselected.

Notes: Observed in Blender 4.1; not sure if it has always been this way.
