Thoughts on offline browser translation?

I see this is one of the translation packages that allows for offline translation. I'm trying to look into the difficulty of offline web page translation, and wanted to hear your thoughts. Currently all web page translation in browsers require 1) internet access, and 2) sending the web page data into the cloud. I'm trying to get some leads on the best way to implement offline web page translation. Thanks.
