Status: When a standard is marked as 'not currently planned', provide brief reason

As per title, it would be useful to include a brief explanation of why IE Team has decided not to implement the particular standard/feature. This would help people understand the decisions, and in some cases might encourage the further development of the standard to resolve the concerns.
