Fixed Exchange admin cannot create Security Groups.

I have verified that Exchange admin cannot create security groups in the Entra ID portal and Microsoft 365 admin center. The table stated that they could be created. I request a correction.

Hello @takakiumeda I only did a copy pass. The PR has to be approved by the doc owner or manager before it is merged into public, so unfortunately I cannot give you an indication as to when that will be. @denisebmsft, can you perhaps assist? Many thanks.
