Also touch on how to communicate this to customers - "Feature X that everyone else has will be available in Q4 because xyz"

That's a hard one @PatD. As I am sure you are aware, the magic list of feature parity, barely exists anywhere, however, like the idea of trying to figure this all out, and collate the correct locations for validating feature roadmaps etc. Biggest problem is access to GCC. GCC-H and DOD tenants for most people, to even validate. This would require input from those that have access to these tenants too.
While this may be hard to accomplish, it is necessary. Frankly, after spending years administering commercial tenants and recently moving into the government space, I have been appalled by not only the lack of documentation and guidance, but the horrendous quality of what little documentation exists. We have wasted an insane amount of our time, and valuable MS support engineers' time due to incorrect documentation. If Microsoft genuinely wants to support government entities in M365, they MUST figure out a way to improve their documentation pipeline for these environments.
