Macro failures "Load failures: The document failed to load." - is this a macro failure or a document failure?

"Load failures: The document failed to load."

Is it possible to elaborate on this part? How is this related to Macro's? Is this just that the Document failed to load and this warning potentially has nothing to do with Macro's? If yes, does that also mean there may not even be any Macro's in the document being reported on and the message can be disregarded? I have binged to find more info, but this appears to be the only page on the internet that has any information on this.
