WQL Query for Co-Managed Devices

What is the purpose of "MDMProvisioned = 1" in the WQL query?

The documentation on this page suggests "A device is co-managed when the MDMEnrolled field and ComgmtPolicyPresent fields both have a value of 1." So why does the WQL query has this additional requirement? I have found that by dropping MDMProvisioned = 1 I still have a collection of only co-managed devices, but the devices show up quicker (suggesting this MDMProvisioned state takes some more time).
