No advice on how to install 'offline' modern applications from the Store

Trying not to let my anger of another ungraceful technology transition cloud my message here...

This page provides no instruction on how to select and install 'offline' licensed apps, like what was available from Windows Store for Business. This is essential for a bunch of ways that Intune works today, not least the Kiosk single-app configuration template.

Here are some other examples of missing guidance:

  • How to install [free] modern Windows 10/11 apps by targeting a computer account without Windows Store for Business; this guide provides a note that Microsoft Store apps can only be set as 'Available' (eg company portal) rather than 'Required'; why? how can we set Microsoft Store apps as required? How are we supposed to deploy those?
  • How to replicate the experience of installing modern applications in 'offline' licensing mode; this page provides only a warning that it might go away, with no replacement, but Windows Store for Business is already not offering 'offline' licensing for some apps, like the new Windows 10-upwards Power Apps app. Apps that have no alternative right now are Microsoft's own Company Portal app, or any other instances where a machine won't have an active ID signed in for store licensing.

Please stop retiring Windows Store for Business functionality until you have appropriate guidance and replacement in the new mechanism. We cannot adopt something that isn't ready and for which there is no interim measures!!!
