Does "Convert CMG" do need Global administrator permission?

According to doc, GA is necessary. But based on https://docs.microsoft.com/en-us/mem/configmgr/core/clients/manage/cmg/configure-azure-ad, GA is used when it create server app and client app. So after that, create CMG, or, convert CMG, does GA is necessary?

Based on test, convert or create CMG does not need GA. subscription owner is enough. Could you please help confirm whether doc need to be updated?
