local admin merge issues

I have two issues with configuration LocalAdmin Merge.

First, how can I setup Intune in a way that local exclusions are ignored even tho I have no exclusions configured in my Intune Policy.

Second, the local admin merge explanation on this site reflects different in Intune, do I disable the local admin merge policy or do I disable local admin merge in Intune? is "Disable Local Admin Merge == Yes"?

Defender local admin merge CSP: Configuration/DisableLocalAdminMerge

This setting controls if exclusion list settings that are configured by a local administrator merge with managed settings from Intune policy. This setting applies to lists such as threats and exclusions.

Not configured (default) - Unique items defined in preference settings that are configured by a local administrator merge into the resulting effective policy. If there are conflicts, management settings from Intune policy override local preference settings. No - Behavior is the same as Not configured. Yes - Only items defined by management are used in the resulting effective policy. Managed settings override preference settings that are configured by the local administrator.
