"If successful, this function returns a non-negative number" for UINT

Also..

If pData is not large enough for the data, the function returns -1.

It seems checking against (UINT)-1 is possible, but that wouldnt be "a non-negative number". Checking the return value against to fail if < 0 wouldn't be correct.

Expected behavior Not using the word "negative" I think?
