GitHub Actions to assign issues

Is your feature request related to a problem? Please describe. Repos in Microsoft Docs have too many unassigned issues that are open. Some repos seem to be no longer maintained by their owners.

Describe the solution you'd like In all repos, please setup GitHub Actions to deploy a bot that can automatically assign every issue upon opening to the content's author.

Describe alternatives you've considered Give up on opening new issues about your docs, since there are already too many that have remained open for a long time.
