[Question] How do unsupported languages fall back?

On the iPhone, a user is able to specify "Spanish (US)" as their phone language. For other websites, like Youtube.com, this redirects to their Spanish-Mexico site (m.youtube.com). However, for Docs.Microsoft.com, this redirects to the "en-us" site.

How do unsupported languages fall back? I'm wondering if there is a bug here, where we redirect to the region instead of the language first.
