Remove notion of issues and update `CONTRIBUTING.md`

  • Remove notion of issues as they are disabled
  • Rephrase wording from "new content" to "changes/edits" as it's more general
  • Fix invalid mention of ".NET documentation" and change old "Visual Studio team" to "Visual C++ team"
