Statsbeat in Azure Application Insights: Python Updates

Currently the Python related regions and configurations are missing. It would be good to mention the following information for Python

• By default the stats is enabled, it can be disabled via setting environment variable APPLICATIONINSIGHTS_STATSBEAT_DISABLED_ALL to true
• If enabled, for non EU the stats goes to westus-0.in.applicationinsights.azure.com and for EU westeurope-5.in.applicationinsights.azure.com
• Hence the above mentioned outgoing connection needs to be open accordingly in firewall while deploying the solution in a restrictive environment
