Here is the link I would like to know if theres any policy guide to redue or fine tune unfamiliar sign-in properties in microsoft o365 alerts i suspected this or might be on geo location issue

You can use known trusted IP locations as something to help in some respects. https://docs.microsoft.com/azure/active-directory/conditional-access/location-condition#trusted-locations
There are no other configurable policy settings.
