Standard FSv2 Family Cluster Dedicated vCPUs (2) with total 16 cores limit, still hitting quota errors on official tutorial documentation

I'm hitting this error when logged in with a university account with Academic Students Starter subscription. I'm trying to follow the official tutorial documentation for Azure machine learning, and hitting these quota errors seems very unreasonable. For a student account with a regionally accredited university, I should be able to at least follow Microsoft's official tutorial documentation and complete the learning experiment without being harassed about money and quota nonsense. This is very bad, and I'm inclined to give up on Microsoft's solutions for Machine Learning, and instead explore Google or Amazon's highly competitive products and services and encourage my fellow students and instructors to do the same.
Don't be evil, MS. Make sure that anyone can learn this stuff, even if they were born on the wrong side of the tracks.

@wvaughn409 - Is it possible for you to delete some of the 14 CPU clusters already in use in your account? If you have created a CPU cluster, for example, even if it is spun down to 0 nodes, for quota purposes the maximum nodes are reserved.
