Microsoft.HealthcareApis should be listed as a trusted service

Azure Health Data Services, under the namespace Microsoft.HealthcareApis/workspaces, should be listed as a trusted service for key vault. By using a managed identity from a resource under Microsoft.HealthcareApis/workspaces, that has been given RBAC roles to the keyvault, you can make data plane requests when firewall has been disabled and trusted services are allowed to bypass
