Upgrade not an option

When trying to upgrade the agent by running the new setup file - the only options presented are Repair and Uninstall - Upgrade is not listed as an option.

Ah, in our case it was because it was already on the latest version (1.0.18067). We got confused by the e-mail from Microsoft that told us an action was required from us to update the agent.

@guywi-ms I think like @2ATCaroline it isn't showing update as it is already on the latest version - although I also got an email from azure stating that it was on an old version.
