Restore-AzOperationalInsightsWorkspace instead of New-AzOperationalInsightsWorkspace

In the PowerShell example provided to Recover a deleted Log Analytic Workspace, the command "New-AzOperationalInsightsWorkspace" is used. This should be "Restore-AzOperationalInsightsWorkspace".

@PCNZ As per this, New-AzOperationalInsightsWorkspace cmdlet also restores a soft-deleted workspace so technically we need not update the document but to avoid any confusion I have verified and updated the document as per your feedback. The change will go live in less than 24 hours. Thanks again for sharing the feedback.
