System State Restore documentation needs additional step
Within https://learn.microsoft.com/en-us/azure/backup/backup-azure-restore-system-state#apply-restored-system-state-on-a-windows-server , where after restoring System State into local file system, one uses Windows Server Backup, specifically between steps 5 & 6, another step must be added, to instruct user/operator to first copy the respective "<restore_path>\C_vol\Program Files\Microsoft Azure Recovery Services Agent\Scratch\SSBV\WindowsImageBackup" folder, to the root of that drive (preferably a non-system drive, e.g "e:\WindowsImageBackup"), and then use the "Local drives" option.

As is, the documented process for restoring System State from local path, does not work.
