Deprecated code needs updating

I've spent a few days trying to make this tutorial work, only to conclude that the code is deprecated.

It also does not reflect what is in the GitHub repo.

@Venkateshdodda-MSFT , is Notifications Hub a dead product? All the libraries are VERY old, the documentation is outdated, and the FCM product has moved on. Should we continue to use it?
