Unable to dismiss SSPR registration
A note on the page says:
Users can dismiss the SSPR registration portal by selecting cancel or by closing the window. However, they're prompted to register each time they sign in until they complete their registration.
This doesn't seem to be true (anymore) in the combined registration. When the user is prompted for more information.
And he chooses to skip the setup,
he returns to the first dialog asking for more information. He is unable to dismiss the registration and continue his session after signing in.

It could be due to the fact the user partially went through registration and abandoned, or the user has public authentication method info registered as well (for example, on their profile, they or admin have set alt phone number or email) and the SSPR policy allows these methods.
Also make sure you have set up SSPR registration requirements, not just add the user to a security group enabling them for SSPR.
So, to be clear: our users have MFA registered. Now we want to enable SSPR (requiring two methods). The registration at signin can't be dismissed since they will already have one method (and we now require two for SSPR)?
