So, in Visio 2019, there is an azure template listed but it gives blank project when opened. Searching sent me here
And now I have a .zip of a bunch of svg icons? - guess I'll search next on how to use them! Typical stuff over here, there's a hole in the bucket? ok here's some pictures of a hole.

I'm in the same situation.
Icons isn't exactly the correct term - what people are looking for are "Azure Visio Stencils". A stencil file (.vss) has a bunch of objects in it that ideally will be properly scaled for a 15:1 aspect ratio (by Visio best practices), have useful metadata embedded, and at least 4 connection points in useful locations.
Is it that you want to charge for them? It looks like you can get them for the O365 version of Visio but you need an ELA license.
Providing a functional set of properly designed stencil objects has always been something some vendors do as a courtesy to their customers (see the Visio Cafe) with varying degrees of success.
This is a very valid point, a source of pain for Azure practitioners that prefer Visio as a diagramming tool. In the Azure Architecture Center we currently only publish the collection of svg icons made available to us internally, they can be used in various drawing tools.
