[Tagging] - Do not select all tags by default, or include "select all" + "select none" buttons.

Gateway Version: 1.3.2204.19002

To Reproduce Steps to reproduce the behavior:

  1. Go to Shared Connections
  2. Find a server and edit tags
  3. Observe all tags are checked by default with no option to uncheck without clicking each one

Expected behavior I shouldn't need to have to spend so much time unchecking all the tags.
