[Azure WAC vs Azure Arc WAC] It's almost 2023, why do we need line of sight?

Is your feature request related to a problem? Please describe. The WAC that is deployed via Azure Arc does not need line of sight or opened ports to provide administration capabilities. This is not the case for regular WAC deployments and presents an interesting multi-tenant situation where the only non-supported machines are those running in Azure itself. Why?

Describe the solution you'd like Bring the Azure WAC into alignment with the Azure Arc WAC

Describe alternatives you've considered Bastion, WAC gateway on probes, etc. None are as clean as just bringing the Azure WAC into alignment with Azure Arc WAC.

Additional context Microsoft is 99% of the way there of having a serious offering that when combined with Intune can provide a great MSP management tool for our clients. The problem is the disparity between the Azure Arc WAC not needing line of sight, and that you can't onboard AzureVMs onto Arc. This creates a situation where we cannot bring our clients Azure management of their virtual machines into a single pane of glass without a 3rd party tool or typical RMM solution.
