Correct limits for GCCH

But, the Microsoft Teams service description doc specifically calls out a footnote saying “Microsoft Teams in GCC-High and DOD support 2500 members in an individual team,” and was last updated 12/3/2021.

The sentence about the limit was also removed from the Service Description article.
