Cannot Install Office 365 on Remote Desktop Hosts But Older Office OK

Is the intention of not supporting Office 365 on Remote Desktop Servers designed to force us to use older versions of Office like the 2010 or 2013 version, the perpetual license versions or find an alternative non-Microsoft solution to provide a hosted application platform?
