Fix download url and description for Surface UEFI Configurator

This PR fixes the download url and description for Surface UEFI Configurator in the Wake-on-Power for Surface document. The previous url pointed to a different file (Surface Data Eraser) which caused confusion for the users. The new url directs to the Surface Tools for IT page where the users can choose the appropriate version of Surface UEFI Configurator for their device. The description also clarifies the difference between Intel/AMD and ARM devices.
