[Doc-enhancement] Action.ToggleVisibility without targetElements is leading to issue in Mobile

Messaging extension posted by a bot that returns an adaptive card. It shows perfectly fine in web/desktop teams. But showing blank in iOS mobile. I see issue with card JSON. Action.ToggleVisibility must have targetElements property. But it is missing in my card JSON. So, Issue fixed by correcting the same.

As the behavior in Web/Desktop and mobile is different, it would be ideal to callout as known behavior. Known behavior: If the required field like targetElements is missing in card with Action.ToggleVisibility, it would render as blank card in mobile.
