send notifications to recruiters if their page become dry, don't send emails frequently, just send upto 3 and stop until they sign in. Then start sending again if it becomes dry. This is only for individual recruiters. Don't forget to give option to turn off these notifications in their dashboard and by unsubscribe link in the email.
