basic Neon highlighting

Hello, I've added some basic Neon highlighting. It is unfinnished and ready to be improoved, but basic Neon syntax features are already present. I've developed it using AAAPackageDev, that's why the .YAML-tmLanguage file is included -- it simplifies future development.

FYI: I don't even use syntax highlighting at all anymore. Nor do I use Sublime Text. I don't even use PHP that much anymore. But I like the idea that my first ever PR (yes, this one) is gonna be the last one to be resolved, cogito ergo sum, open eternally.
