doc files incorrectly placed in `.../tex/...`

Many packages for Chinese university documents use a .sty file named dtx-style.sty to typeset the documentation, but this file is only used in the documentation and differs in content for each of the packages. For the packages bithesis, cquthesis, hitreport, hitszbeamer, hitszthesis, njurepo, thubeamer, thucoursework, and hithesis, this file is placed in .../tex/latex/<package> (for hithesis .../tex/xelatex/hithesis) but I think it makes more sense for it to be in .../doc/latex/<package> or .../source/<package>.

The same can be said for the file l3doc-TUB.cls in .../tex/latex/<package> for the packages dashundergaps, fewerfloatpages, and unicodefonttable.

Similarly for packagedoc.cls with packages concepts and underoverlap.
