XTILT attribute for SOLENOID undocumented, may have a bug

In twiss.f90, it looks like solenoid has a xtilt attribute (as well as startrot), but these attributes are not documented in the manual. Also, that code appears to have a bug (should instances of (el+startrot) be (el-startrot)?), but I'm not sure since I'm just guessing what it is supposed to do (tilt in the horizontal plane by an angle xtilt about a point startrot from the solenoid entrance?), and haven't worked through the math carefully.
