equilibrium emittance not correct for tilted solenoid

With large px the vertical equilibrium emittance should not be zero due to the B component orthogonal to actual particle direction. Leon observed:

• EMIT does not compute the equilibrium emittance correctly
• TRACK with random fluctuation find the correct horizontal equilibrium emittance but not the vertical equilibrium emittance
