Describe the bug

When using the Scaffold on the grass path, it will automatically be placed below the grass path.

Steps to reproduce

I noticed this when I was using Scaffold to pave the road, in single-player mode and creative mode. I'm not sure if it will appear in other situations.

Meteor Version

1.21.4-27

Minecraft Version

1.21.4

Windows
