As the title says. Create a user, delete it and then try to create a user with the same login_id. Failure will be had. This should be possible.

Steps to reproduce - Create an instance without network interfaces - Go to the instances tab and click on the instance's edit button The following error will pop up

### Problem The ESXi driver is no longer maintained and should be retired. ### Solution Remove it from the code.
