Very high render settings cause massive bitrate overshoots [BUG]

Not sure exactly what's causing it but I specified a bitrate of 130mbps in the settings file ( along with some other settings that I'll admit are kinda absurd ) and for some reason the encoder just completely ignored that and went with a bitrate of ~2228mbps annihilating my storage space. ( this also occurs at higher bitrate settings, I first tried 500mbps when I observed this behavior )
