Implement chat messages

Add chat messages to the network protocol. A message should have a sender and a list of receivers.

Steps to reproduce: The progress report page http://localhost:8008/management/account/.

Current behaviour: The content/progress shown is a little ambiguous. Expected behaviour: As a first time user/student, I wasn't able to understand each and every piece of information that is written on the progress report page. It should either give a legend as to what the symbols mean, or some sort of information about what all these statistics mean.

I think the answer to this problem is the inline help feature.

Fully agree on either improving the UI or adding inline help - or both.

However, it can't be tracked for our current release schedule, but we can of course accept if someone jumps in with improvements, both of the minor and major kinds.
